Because Facebook makes billions exploiting the personal surveillance business data it collects, stores and analyses. More data means more revenue from better targeted advertising (in theory):

Its far too easy to believe that Facebook would do this. It has breached every societal norm for privacy without regard for impact or outcome. So if an senior executive for advertising says it isn’t true, I don’t believe it. Someone somewhere else in the organisation is almost certainly doing exactly that.
Two things are clear: People find hyper-specific advertising disturbing, and people don’t trust Facebook not to be a creep.
